Dear Delegates, As the director of the Advisory Panel (5 th Committee), I would like to welcome you to the Ecole Model United Nations 2006-2007. You might not have heard about the Advisory Panel, but fear not. The Advisory Panel is a new addition to the conference and this is also the first time that it is a part of Indian MUN. In one word, the function of the Advisory Panel is, you guessed it, to advise. But it’s really not as boring as it sounds, but in fact it is the most interesting and exciting committee at EMUN. The Advisory Panel, in its essences, is quite similar to the other committees in an MUN, except that it has no formal procedure when delegates speak. Another thing that sets the committee apart is the fact that the topic area for the committee is undisclosed until the committee convenes on the first day of the MUN. Therefore, delegates have to be very good at impromptu speaking, and have to be reasonably aware of world issues. On the first day of committee, you will be given a detailed report on the topic area and will be given about 2-3 hours to go through it and prepare yourself for the ensuing discussions. After the end of about 2 days of debate, we have to give a full Advisory Panel Report to the Security Council. The delegates of the Security Council will then ask you questions on the report and if they approve of it, then they will pass it. I am aware of the fact that some of the rules and procedures might not be clear to you because this is a new committee. However, please do not hesitate to me ask any questions.
